First, a company has the right to turn away business and accept the resulting loss.  Second, those seeking service of a business have the right to go to another business if they are unhappy.  Given these points, there is no reason for the government to force this photography company to do something against their will.  A just court would not waste time on this case.  There are, after all, other photography companies out there.  This reflects a loss of property rights (“you can own a company, but the government decides what you can do with the company”).
